Assembly Bill (AB) 2534 is a California statute that strengthens compliance of educational policies concerning hiring practices and educator evaluations. It mandates that school districts maintain transparency and accountability throughout the recruitment, assessment, and overall personnel management processes.
This legislation applies to school administrators, teachers, and other certificated staff, requiring them to follow specific procedures, provide thorough documentation, and report in accordance with state regulations.
 
Beginning January 1, 2025, and pursuant to California Education Code Section 44939.5 (as amended by AB 2534), every candidate applying for a certificated position at JESD must submit a comprehensive and precise account of all past employment with:
  • Local Education Agencies (LEAs)
  • School Districts
  • County Offices of Education
  • Charter Schools
  • State Special Schools
  • Other educational institutions, irrespective of the duration of service
During the hiring process, JESD will conduct a thorough verification of employment history. This includes gathering details from previous employers about any credible allegations, investigations, or disciplinary actions linked to severe misconduct as outlined in Education Code Section 44932.
 
This measure ensures that every potential certificated employee adheres to the state’s transparency and accountability standards during the hiring process.
